For example, is it legal to scan a game that has been purchased, for personal use?

It is legal so long as you do not distribute it (including screenshots) in any way. I got hit by Days of Wonder for screenshotting a game I made. After speaking with the CEO, I learned my lesson. If you make it, keep it to yourself unless you have permission.
