Try searching for the cookie and deleting it (and making sure cookies are turned on). I found I needed to delete the cookie in order to stay logged in whenever I refreshed the Community pages.

Yes, the dashes are a must (and you have to use the start and end comment tags). One of the quick easy ways I check my XML syntax is to open the xml file in my browser (IE7) which will format the file and verify the XML syntax. This helps me catch missing "/>" versus ">" markup.
